Changement climatique : enjeu géostratégique. Un panorama critique des exercices de prospective récents

Dans le cadre du dossier consacré dans ce numéro aux enjeux géopolitiques du changement climatique, à l'occasion de la diffusion (prévue le 20 mai 2008 sur Arte) de l'émission spéciale coproduite sur ce thème par Futuribles, Mano-a-Mano et Arte, Geoffrey Delcroix s'est penché sur les réflexions prospectives entreprises en la matière. Comme il le montre ici, la question des impacts géostratégiques du changement climatique n'a émergé que très récemment, dans un premier temps aux États-Unis, mais connaît un essor très rapide dans les réflexions stratégiques de plus en plus de pays développés, la France semblant malheureusement faire exception.

L'auteur propose ici une analyse détaillée des rapports majeurs les plus récents portant sur ce thème : celui (pionnier) réalisé en 2003 pour le compte du Pentagone par le Global Business Network et l'étude qui l'a suivi en 2007, les travaux effectués pour le compte de la Marine des États-Unis et quelques autres documents américains, mais aussi ceux de centres de réflexion européens. Comme il le souligne, la question de l'impact géopolitique du changement climatique (migrants climatiques, conflits liés à l'amenuisement de ressources alimentaires ou énergétiques, changement des conditions sur les théâtres d'opération...) figure désormais en bonne place dans les analyses stratégiques des administrations de Défense des États-Unis, de Grande-Bretagne, Suède... Mais la France accuse un retard cruel dans cette réflexion, qu'il lui faut rattraper au plus vite.

Abstract - Climate Change: A Geostrategic Issue. A Critical Conspectus of Recent Foresight Exercises
As part of the dossier in this issue devoted to the potential geopolitical consequences of climate change on the occasion of the airing of the special co-production on this theme by Futuribles, Mano-a-Mano and Arte (scheduled for 20 May 1008 on the Arte TV channel), Geoffrey Delcroix has examined the foresight studies that have been carried out in this area. As he shows in this article, the question of the geostrategic impacts of climate change emerged only recently, initially in the United States, but it is rapidly gaining importance in the strategic thinking of an increasing number of developed countries, though unfortunately France seems to be an exception.

The author offers a detailed analysis of the most recent major reports on this theme, including the (pioneering) study carried out in 2003 for the Pentagon by the Global Business Network and the further study that followed in 2007, work done for the US navy, a number of other American documents and also studies produced by European think-tanks. As he stresses, the question of the geopolitical impact of climate change (climatic migrants, conflicts linked to the reduction of food or energy resources, changed conditions in theatres of operation...) now has a prominent place in the strategic analyses of the US, British and Swedish defence departments, among others. France, however, is lagging sadly behind in its thinking in this area and urgently needs to make up ground.
