Le Plan bleu, projet prospectif destiné à encourager et planifier le développement de la Méditerranée, en tenant compte de l'environnement, a vu le jour en 1975 et lancé une première étude prospective sur cette région en 1977. Depuis, de nombreuses études ont été menées dans des domaines allant de l'agriculture à l'eau, en passant par la biodiversité, l'énergie, etc. Fin 2005, le Plan bleu a rendu public un deuxième rapport prospectif relatif à l'avenir de l'ensemble de la région méditerranéenne, faisant suite à un premier rapport publié en 1989. Plus que jamais, le développement durable est à l'honneur de cette nouvelle prospective de l'environnement et du développement de la Méditerranée.

Guillaume Benoit, directeur du Plan bleu, livre ici la teneur de ce nouveau rapport. Il présente d'abord les évolutions méditerranéennes - assez sombres - qui se dessinent dans le cadre d'un scénario tendanciel (prolongation de la situation observée aujourd'hui), insistant sur les importantes disparités Nord / Sud dans la région. Puis il développe les six grands enjeux de développement durable mis en avant par le Plan bleu (eau, énergie, transports, urbanisation, espaces ruraux et littoralisation) et les éléments d'un scénario alternatif qui pourraient contribuer à y répondre tout en dynamisant le développement de toute la région. Il insiste enfin sur l'indispensable mise en place de politiques volontaristes, le tout dans une optique résolument prospective.

Abstract - The Prospects for the Environment and Development in the Mediterranean according to the "Blue Plan"
The "Blue Plan", a futures studies project aimed at encouraging and planning environmentally friendly development in the Mediterranean basin, was launched in 1975 and began its first prospective study of the region in 1977. Since then, numerous investigations have been undertaken in areas ranging from agriculture to water, biodiversity, energy, etc. At the end of 2005, a second report was published on the future of the whole of the Mediterranean region as a follow-up to the first report, which came out in 1989. More than ever, this new outlook for environment and development in the Mediterranean highlights the need for sustainable development.

Guillaume Benoit, the director of the Plan, outlines here the main findings of the report. He first presents the - somewhat depressing - current prospects for the Mediterranean basin based on a scenario in which present trends continue, emphasizing the considerable North/South disparities in the region. He goes on to discuss the six major issues for sustainable development highlighted by the Plan (water, energy, transport, urbanization, development of rural areas and the seashore) and the components of an alternative scenario which might help to address these issues while also stimulating growth throughout the region. Finally, he stresses the need for interventionist policies for the environment, always with the future firmly in mind.
