Pierre Piganiol est mort à Paris le 27 janvier 2007 alors qu'il venait d'avoir 92 ans. Pour tous ceux qui l'ont connu, qui s'intéressent à la politique de la recherche et, plus généralement, à l'avenir de la planète et de l'humanité, c'est une perte immense.

Normalien, agrégé de chimie, il consacra une grande partie de sa vie à la recherche, notamment depuis 1947 à la Compagnie de Saint-Gobain, d'où il fut détaché (1958-1961) pour devenir délégué général à la recherche scientifique et technique. Ainsi, à la demande expresse du général de Gaulle, il préside le Comité consultatif de la recherche scientifique et technique (CCRST), qu'il transforme rapidement en Délégation générale à la recherche scientifique et technique (DGRST), instance interministérielle spécialement dédiée au développement de la recherche scientifique et technique, et dont la vocation était d'associer étroitement la communauté scientifique à la résolution des problèmes généraux de la nation. C'était bien avant que ne fût instauré, en France, un ministère de la Recherche et, à maints égards, une institution qui, de manière autrement plus utile et efficace, joua en France un rôle pionnier.

Sans aucune ambition de pouvoir mais animé d'une intelligence et d'une vitalité extraordinaires, cet homme, dont la culture était encyclopédique et la générosité humaine immense, n'a cessé de travailler pour le progrès des sciences au service de la société. Président du conseil d'administration de l'Institut national de la recherche agronomique (INRA), de 1965 à 1972, et de très nombreuses autres instances, il fut également président de l'association Futuribles International de 1972 à 1976 dont il me confia les fonctions de délégué général de l'association.

Cet homme, animé d'une curiosité et d'une rigueur peu courantes, a joué en France et dans de très nombreuses institutions internationales, ainsi que dans un certain nombre d'associations telles que le Mouvement universel pour la responsabilité scientifique (MURS), et bien entendu dans le développement de l'association Futuribles International (ainsi d'ailleurs que dans le développement du musée des Arts et Métiers), un rôle immense, sa perspicacité et son extraordinaire compétence n'ayant d'égales que la bonté et la modestie qui toujours furent les siennes.

C'était un maître et un ami dont je ne peux évoquer la mémoire sans penser à sa femme, Monique, tant ils incarnaient ensemble l'harmonie et l'insatiable désir de progrès dans l'homme et pour les hommes.

Pierre-Frédéric Ténière-Buchot qui, comme moi, eut le privilège d'accompagner Pierre Piganiol en maintes circonstances, lui rend ici hommage.

Abstract - Pierre Piganiol (1915-2007)
Pierre Piganiol died in Paris on 27 January 2007 having just celebrated his 92nd birthday. For all those who knew him, who are interested in research policy and, more generally, in the future of the planet and of humanity, his death is a huge loss.

He was a graduate in chemistry of the Ecole Normale Supérieure in Paris and spent much of his life engaged in research, especially from 1947 for the Compagnie de Saint-Gobain, from which he was seconded from 1958 to 1961 to be délégué général for scientific and technological research. At the specific request of General de Gaulle, he chaired the Consultative Committee on Scientific and Technological Research (CCRST), which he quickly transformed into the General Directorate for Scientific and Technological Research (DGRST), an interministerial body focusing on promoting scientific and technological research and aiming to make the scientific community more closely involved in resolving general national problems. This was well before France had a Ministry of Research and it was, in many respects, an institution that very usefully and effectively played a pioneer role in this area in France.

He had no ambition to hold power, but was endowed with great intelligence and vitality. He had an encyclopaedic knowledge and was immensely generous with his gifts. He worked tirelessly in the cause of scientific progress in the service of society. He was chairman of the board of directors of the National Institute for Agricultural Research (INRA) from 1965 to 1972, as well as of many other bodies, and he was also president of Futuribles International from 1972 to 1976, and appointed me as head of the association.

This remarkable man, driven by exceptional curiosity and intellectual rigour, played an extremely important role in France and in many international institutions, as well as in various associations such as the Mouvement universel pour la responsabilité scientifique (MURS). Also, of course, he made a great contribution to developing Futuribles International and to the Musée des Arts et Métiers. His farsightedness and his extraordinary competence were matched only by his kindness and modesty.

He was a master and a friend, and I cannot think of him without remembering also his wife, Monique, for together they embodied a harmonious and unquenchable desire for the progress by and of humankind.

Pierre-Frédéric Ténière-Buchot, who was fortunate to work with Pierre Piganiol in many different circumstances, as I did, pays tribute to him here.
